Hit Rates?

Does anyone know what excatly the hit rate percentage does?
Does it speed up how often you can do normal attacks or does it improve the chance of a successful attack?

You increase hit rates for some characters. Like sr amon dojima+ he dodge alot. To avoid being dosge increase hit rates.

Speeding up normal attack. Attack speed bonus then try tatara.
