Huge power difference between Dominion and UFP. How come?

These are mirrored ship. My ship has better level, better grade (color), better grade level, better star level, research is maxed at the given level. And yet i'm 32k behind in power and 1.7k behind in individual health?!?
Please, explain.

Check Officer level, skill, ability some effects are only activ during battles. The officer can greatly power up your affi ships at battles..

Well, I'm pretty much maxing out everything I can. The affiliate is on my best ship. Ok, the officers are not lvl-maxed, but they're high-ranked, 2-stars and have the 3 mapping abilities active. I dont know, it looks like there's something else, but can't figure it out.

Hmm, 2 stars offi.. the other one could use 3 stars offi and maxed out the affi ship with the organize tool.
