Level 1 slot enhancers

I am starting to collect a lot off these and have no use for some of them (still need some for the 4th flag ship) Would it not be a good idea to let use use them to make the next level like with officer emblems and energy spars?

If not can they be deleted from the bag when i have no further use of them, same with blueprints i have collected and will never use.
