2 sets of the same affiliate ships

How come when I loot some planets owned by a UFP player they can have the exact same ships in their line up twice? I have checked the graphic for the ships and they are identical.

I am not talking about the same fleet twice but the same affiliate ships in one fleet.

I now believe it is the automated defense fleet of a planetoid, and not a player clone.
