How you are able to get all 4 flagships and 4 others in squadron battles?

I just got attacked by 8 ships with my 5 in squadron battle and not sure how to set it up so i can do this as well. please advise.

Click on the "Line Up" icon on bottom of the screen and then click on the "3-Fleet" icon (see graphic).

Now draw flags and affiliates on position.
