Ships in Squadron Shop

I'd like to try buying ship blueprints in the squadron shop but they're always greyed out. Is there a minimum level or something I need to purchase them? I have all these squadron personal funds and don't need more repair kits or speed-ups right now.

they are limited, and it they greyed out when you see them it means another member of your squad had already taken them
