during transition war, the fleets 2 3 and 4 are unable to be repositioned or moved in any way. For some reason Fleet number 1 works correctly. Restarting game does not fix.
Does this issue happened again for you, could you provide us the character name, server and screenshot of the stuck, and Click F12 on Google Chrome, then check the Console and give us the screenshot what the Console shows when stuck
