First I sent affiliate ships from base to reserve, travel was 24 mins. Then I fly with fleet 1 to base and came earlier then affiliate ships arrived to reserve. So I added same ships (which were still traveling) from base to lineup. When ships arrived to reserve, number of ships at base went below 0
