New patch - can someone enlighten me.

Two B-Ranked Ships have been added to each faction. Ok i get that bit. They look ok.

As B-Ranked Ships will be unlocked through affiliate ship buildings, they cannot be raised. I am presuming they are released as the shipyard gets upgraded, but they can't be raised. What does that mean they cannot be levelled up? If so what is the point of them.

The belief is that these ships are to be used in levelling as new character! Youd have to start a new toon from scratch if this is the case ,and actually see the progression. I don't want to start a new character, We'll have to rely on ppl with new character creation and get their feedback to actually see how the new ships are used or not used..
