Can't Reincarnate Reedus

For some reason I cannot seem to reincarnate Reedus to level him beyond level 21. Not sure if it's simply a glitch on my end or if other people have had this problem but I haven't been able to do it since the OBT started.

Reincarnated Lisanna just fine.

For myself the server is S1-OBT. Character name is MaesFowler.

Tried the refresh thing and still cannot reincarnate Reedus.

I don't know if you need the additional info but if it makes a difference I am using the latest version of Mozilla FireFox on a Windows 10 system.
