Hi Every time i do 10x draw the number will drop form 6-5 then a few days later it will go back up so i am assuming at this rate i won't get a limited partner.

It's been bugged like that forever. Technically you get a "limited partner" every time you 10x draw because if you look at this list, every character in it is considered limited. But if by limited you mean characters like lucy gray erza etc, which i'm assuming you are, then it will be really tough to draw them since they are super rare.
