Hi, how can i get conquest flag,shining star and black dragon scale?

Actually it is all written in quest log black dragon sacle from "world boss", conquest flag from "Ice Gray" in "Conquest" but the problem is a shining star because I do not understand wtf creators meant by "Star Rating"
