I've played this game for a bit, and the only way I've found out to get it is to obtain Wendy, complete the quest "Wendy! Wendy!" and continue from there, Wendy will give you a quest to defeat Gray in conquest and will give you the flag

Apparently the conquest flag is collected by defeating Ice Gray in "Conquest" but I have the problem where it didn't drop. :/
