Need help! I can't upgrade my heroes.

Server: 33-Aogiri Tree
Bug(s) I found: I can't upgrade my hero even though I'm level 40.
Steps to recreate this bug: 1. Click Team 2. Select any of blue +2 heroes 3. Click Train 4. Grow, then it says I need to be level 40
