what does the officer stat 'expertise' do?

i'm looking at an officer's ability upgrade or whatever and since it's limited i dont want to buy into what i dont understand.

edit:i'm guessing it increases firepower somehow because the galaxy's firepower boost or whatever says it increases expertise.
