Obviously there are some people that you can't get in the CBT, but is Ultear one of these people?
You can buy her shard (which you use to unlock or awaken) in the guild shop, so by any chance,
is Ultear supposed to appear in the partner's list in the training menu?
Things to note: we can see shards for unlocking exclusive gears for people unavailable, but only Ultear (as far as I know)
has actual partner shards available.
2. Buying the partner shards won't make her appear either (don't know why it would, but yeah, doesn't work).
