rank ups give no stats

on evergreen,alzack,bickslow,eve and hibiki rank up gives no stats or upgrade in skill (chars dont only have on rank up) while elfman and lucy that can rank up twice get in the first rank up a skill upgrade and in the 2nd one stats and a skill upgrade not sure if intended for the first ones or not
