Is that a bug?...

Hi, I'm pretty new on this game, but I have a problem... and I don't really know if it is normal or just a bug. I'm currently playing on S26-Minstrel, I'm on level 41 and I was trying to complete the main mission called: "We meet again. Go to Stronghold Harbor and defeat Charmed Girl". (The girl on the map is called "Angry Girl"). There, you're fighting 3 men and a girl. There are no problems to defeat the first row guy (Hired Thug), still no problems to defeat 2nd row Wicked Healer and Girl in love, but as soon as they lost, the last one, "Port Villain" is dodging absolutely ALL the attacks... I know he has a dodging advantage, but still... we should at least be able to touch him once. My crew is trained and well geared though...
Edit: Nevermind, I just changed main character's skill to be unavoidable...
